As required by the federal National Pollution
Discharge Elimination System (NPDES), a Storm Water Pollution
Prevention Plan (SWPPP) is a documented, step-by-step process
for ensuring that pollutants are not making their way into
storm water discharges from a construction site. VC&A
staff are all trained in and experienced with SWPPP implementation
and inspection. We are currently on the California Department
of Transporation (Caltrans) Storm Water Task Force, with consultants,
university experts, and Caltrans personnel.

Our team performs site investigations
on construction projects throughout the state to assist Caltrans
comply with National Pollutant Discharge Elimination System
(NPDES) permits. We coordinate with the Regional Water Quality
Control Board, Caltrans, Army Corps of Engineers, Fish and
Game and other agencies, and maintain records and reports.
Specific tasks include:
Inspecting highway construction
projects for compliance with erosion, sediment control
and waste management requirements
Providing on-the-job classroom
training and consultation
Reviewing contractors' SWPPPs
Preparing monthly SWPPP bulletins
customized for highway construction
Identifying best management
practices (BMPs) and corrective measures to bring projects
into contract and regulatory compliance
