Technical Specialist Program
From our company's beginning, we've marched to a slightly different drummer. Because construction and program management are our primary services, VC&A recognizes that our performance depends on the quality of our staff. We therefore continuously invest in our people through training and employee advancement programs. The reason for our excellent reputation in the industry is the high caliber of our staff. Our style of management is also unique. VC&A's president is supported by an executive committee that provides leadership, direction, and accountability. VC&A senior management and other staff are highlighted below.

Our Team

Vali Cooper
Chief Executive Officer
Vali started this company in 1987 after a successful career in the construction management industry on public works projects. She applies this solid experience in her guidance of the company's direction and activities. Her extensive background in service to local public works agencies and her life-long commitment and hands-on leadership in the American Public Works Association (APWA) and other industry organizations, make her exceptionally able to understand and meet the needs of our clients. Vali remains extremely active in the politics of the business, lending her energy to support causes that positively impact the industry.
Gary Bedey
President
 
Gary has over 25 years of experience in construction management of major transportation infrastructure projects across the country, including airports, railways, industrial facilities, sport facilities and commercial construction. As president, Gary oversees all aspects of the company regarding operations, finance and business development. Gary also sits on the board of directors.
Agnes Weber, PE
Executive Vice President/Chief Operations Officer
 
Agnes has nearly 20 years of experience in the civil engineering field managing major public works projects, where she developed outstanding communications skills and expertise in the areas of project management and claims mitigation and avoidance. As chief operations officer, Agnes oversees the daily operations of all VC&A projects, including schedule, budget and quality control. Agnes' experience, education and energy help drive VC&A's operations.
Connie Preston, PE
Executive Vice President
 
Connie has over 18 years of experience in the construction of transportation projects, including highways, bridges and other structures. She leads VC&A's efforts in program management, assisting clients through all project delivery phases of multiple projects. Connie's experience in both the public and private sector gives her a thorough understanding of our clients' needs.
Gary Baker, PE
Executive Vice President
 
Gary has over 35 years of experience in construction, project and program management as well as business development and marketing. He has worked as an executive for several consulting firms and as an independent management consultant providing services such as strategic planning, team building, executive coaching and public/community relations. Gary focuses on VC&A's business development as well as ongoing operations.
Sybil Judd-White
Chief Financial Officer
 
With nearly 20 years of experience, Sybil is responsible for all financial operations including internal financial statements, cash management, asset management and capital funding. She also administers the company’s profit-sharing pension plan, health benefit programs and equal employment opportunity program, and serves as the trustee of the employee stock ownership program (ESOP). Sybil interfaces with third-party providers and consulting firms affecting all employee benefit plans and risk management.
Dave Santori
Vice President
 
With over 35 years of experience (including 25 years with Southern Pacific Railroad Company), Dave is our specialist in storm water pollution control and railroads. He manages all field operations for the Caltrans Storm Water Task Force, one of the largest such task forces in the nation, scheduling and managing a team of inspectors who review Caltrans construction projects for compliance with statewide permits.
Hank Doll, PE
Vice President
 
Hank has over 20 years of experience in the construction industry. Although he specializes in new and retrofit bridge construction, his expertise is broad and also includes road, building, pump station, rail and underground construction. Hank is VC&A's area manager for the Sacramento region.
John Collins, PE
Vice President
 
John's nearly 20 years of experience includes working as a construction inspector, surveyor, design engineer and resident engineer in charge of major public works construction projects, focused on transportation. John is VC&A's area manager for the Bay Area region.
Doug Franco, PE
Vice President
 
Doug has 15 years of experience on construction projects ranging from bridges and highways to flood control projects to municipal street improvements as a resident engineer, structure representative and inspector. Doug is VC&A's area manager for the Southern California region.
Brad Peterson
Vice President
 
Brad has over 27 years of experience in the construction, environmental and geotechnical industry. Projects he has worked on have included schools, hospitals, water treatment plants and public infrastructure. Brad is VC&A's area manager for the Central Valley region.
Steve Federoff
Marketing Director
 
Steve heads up our marketing efforts, guiding the full scope of VC&A's business development and proposal preparation. He brings over 15 years of experience to this task, working for several large construction management firms in New York and California.
Michael Glaser, PE
Vice President
 
Michael has over 20 years of experience in civil, environmental and geotechnical construction and engineering. Michael's experience ranges from environmental remediation and public works projects to providing full program management services through all project phases.
